The European environment programme is not confined to the effort to combat pollution and nuisances, but also seeks to make an active contribution to improving the environment and the quality of life through the rational management of space, the environment and natural resources. The measures provided for in that section of the European environment programme can be grouped under the headings of the protection of flora and fauna in Europe and the management of waste in the European Union. The nature and biodiversity component of the financial instrument LIFE+ [see section 16.2] finances notably: site and species management and site planning, including the improvement of the ecological coherence of the Natura 2000 network; and the development and implementation of species and habitats conservation action plans [Regulation 614/2007].
